Arms Warrior Guide for WoW Forever: Talents, Rotation, BiS
Spec 31 points into Arms for Mortal Strike, dump the remaining 20 into Fury for Flurry, equip the slowest two-hander you own, and press Mortal Strike, then Whirlwind, then Slam. That is the entire WoW Forever Arms Warrior guide in one sentence. The remaining four thousand words exist so you understand exactly why you are still third from bottom on the damage meter.
Forever launches 4 November 2026 with the level cap frozen at 60, three new zones, nine dungeons, two raids and a new playable race. Blizzard rebuilt the trees, merged melee and spell hit into one stat, added Expertise, and cut the thirty minute cooldowns down to fifteen. None of that changes the answer above. Old rotations remain correct because the underlying attack table did not move.
What Forever Actually Changed For Arms
Twelve new talents, thirty seven changed and ten removed across the class, captured from the BlizzCon 2026 demo. Four of the new ones sit in Arms. Every tree also gained a fourth one point talent at the 16 point milestone, which is the only genuinely new structural idea in the whole talent overhaul.
| Change | What it means for you |
|---|---|
| Weaponmaster replaces the four weapon specializations | Axe and polearm give 1% crit, mace and staff ignore 3% armor, sword procs an extra attack |
| Spearing Strike, new 15 Rage instant | 40% weapon damage, plus 80% more against Giants, Dragonkin and mounted targets |
| Bloodthrill, new passive | Melee swings on a Rend target can free an Overpower outside Battle Stance rules |
| Improved Tactical Mastery | Three more Rage retained on a stance swap, which is the only reason dancing still works |
| Improved Slam reworked | Cast time and global cooldown both drop 0.25 sec, and Slam no longer interrupts swing timing |
| Recklessness, Retaliation and Shield Wall | Cooldown halved from thirty minutes to fifteen, so you get two per boss instead of one |
| Victory Rush added baseline | Free attack after a kill, which matters while leveling and nowhere else |
| Hit and crit merged, Expertise added | Weapon skill racials are gone and the 305 skill trick is dead |
| Improved Battle Shout is baseline | Two free talent points for everyone, which nobody will spend well |
The demo tooltips are pre beta values. Anyone publishing a locked World of Warcraft Forever warrior talents list right now is guessing with better formatting than we are. Beta runs 17 September to 21 October 2026 and caps at level 30, so nothing about level 60 raiding gets tested before launch either.
Talents And Best Builds
Three builds matter. Everything else is a respec cost you will pay twice. Point counts below assume the Forever tree layout where Tactical Mastery is improved rather than purchased from zero, so adjust by a point or two once the client is live. Any WoW Forever warrior talent calculator will renumber these rows the day the beta data lands.
| Build | Split | Core picks |
|---|---|---|
| Raid two-hander | 31 Arms / 20 Fury | Mortal Strike, Impale, Improved Slam, Deep Wounds, Two-Handed Weapon Specialization, Cruelty, Flurry |
| PvP | 33 Arms / 18 Fury | Mortal Strike, Improved Overpower, Improved Tactical Mastery, Piercing Howl, Spearing Strike, Improved Intercept |
| Leveling | Arms first, Fury after 40 | Improved Heroic Strike, Deep Wounds, Improved Rend, Impale, Mortal Strike, then Cruelty and Flurry |
Notes on individual picks, in descending order of how much they matter.
- Impale is the single largest damage talent you will ever take and it costs seventeen points in Arms to reach.
- Improved Slam is mandatory in Forever because Slam finally stops eating your two-hander swing.
- Cruelty converts five points into five percent crit and feeds Flurry uptime.
- Anger Management quietly generates one Rage every three seconds despite a tooltip that refuses to say so.
- Improved Tactical Mastery is the only talent standing between you and losing your entire Rage bar on a stance swap.
- Improved Overpower is a PvP talent that PvE warriors keep taking by accident.
- Enrage exists to be a five point toll booth on the road to Flurry.
- Weaponmaster removes the old respec tax, so a new weapon type no longer costs you fifty gold.
Single Target Rotation And Ability Priority
There is no rotation. There is a priority list and a swing timer you are about to ruin. The WoW Forever Arms rotation is identical to the one that worked twenty years ago, because Rage generation, the global cooldown and the 1.5 second Slam cast were not touched.
- Open with Charge from Battle Stance for free Rage.
- Use Bloodrage immediately so the first Mortal Strike is never delayed.
- Cast Mortal Strike on cooldown and treat that cooldown as sacred.
- Cast Whirlwind on cooldown from Berserker Stance even on a single target.
- Slam immediately after an auto attack lands, never before it.
- Dump surplus Rage into Heroic Strike only when you are above roughly sixty Rage.
- Below twenty percent boss health, spam Execute and stop pressing anything else.
Cooldown usage is its own discipline. Recklessness now returns every fifteen minutes, which means one use on pull and one saved for the Execute window instead of the old agonising single choice. It still raises damage taken by twenty percent and your healers still have not forgiven you.
Slam is not a filler you press when bored. Cast it in the gap immediately after a white swing lands and it costs you nothing. Cast it a half second early and you have just deleted a two-hander auto attack, which is a larger damage loss than the Slam itself. Install a swing timer or accept that you are guessing.
AoE And Multi-Target
Arms AoE is three buttons and a prayer. It is also the only situation where a two-hander beats a dual wielder outright, so enjoy the eleven seconds it lasts.
- Sweeping Strikes copies your next five attacks onto a second target and should be active before anything else.
- Whirlwind hits up to four targets and remains your only real burst on packs.
- Cleave is your Rage dump in AoE rather than Heroic Strike.
- Thunder Clap costs a stance swap and is worth it only when the tank asked for the attack speed debuff.
- Sweeping Strikes plus Whirlwind in the same global is the entire trick and every guide pretends it is more.
Stat Priority, Hit Cap And Crit Cap
Forever merged melee, ranged and spell hit into one stat and introduced Expertise. Weapon skill racials no longer exist, so the old 305 weapon skill target and its 6% special hit cap are gone with them. The working WoW Forever Arms Warrior stat priority is therefore simpler and slightly more expensive.
| Stat | Why it ranks there |
|---|---|
| Hit to cap | A missed Mortal Strike refunds nothing and breaks Flurry uptime |
| Expertise to dodge cap | New stat, removes dodges from the front of the attack table |
| Strength | Two attack power per point and it scales every ability you own |
| Crit | Feeds Flurry, Deep Wounds and Impale at the same time |
| Attack power | Flat and reliable, worth roughly half a point of Strength |
| Agility | Crit at a poor exchange rate plus armor nobody asked for |
| Stamina | Only after a healer has shouted at you by name |
The hit cap for special attacks against a raid boss sits at nine percent of merged hit. Auto attacks want considerably more, but a two-hander only swings once, so chasing white hit past the special cap is a waste on Arms. That is a Fury problem and Fury can carry it.
Crit cap is not a gear target, it is an attack table limit. Miss, dodge, parry, glancing and crit must total one hundred percent. Glancing blows alone consume roughly a quarter of your swings against a level 63 boss and cannot be removed by any stat. Arms will never approach the ceiling with a single two-hander, so the practical answer is that your crit cap is theoretical and your hit cap is not.
Pre-Raid BiS
Forever ships original Azeroth with expanded zones, so the pre sixty gearing world is the one you already know, plus Riverglades quest rewards and nine new dungeons whose loot tables are not public yet. Everything below is confirmed to exist in the Classic item database that Forever is built on top of. Treat any WoW Forever pre-raid BiS warrior table, including this one, as a plan rather than a promise.
| Slot | Item | Source |
|---|---|---|
| Head | Lionheart Helm | Blacksmithing, and it stays best in slot for an embarrassing length of time |
| Neck | Mark of Fordring | Western Plaguelands quest chain |
| Shoulders | Truestrike Shoulders | Upper Blackrock Spire |
| Back | Cape of the Black Baron | Stratholme side entrance |
| Chest | Savage Gladiator Chain | Blackrock Depths arena |
| Wrists | Battleborn Armbraces | Upper Blackrock Spire |
| Hands | Edgemaster’s Handguards | World drop, and far cheaper now that weapon skill stopped mattering |
| Waist | Brigam Girdle | Upper Blackrock Spire |
| Legs | Devilsaur Leggings | Tribal Leatherworking |
| Feet | Bloodmail Boots | Scholomance side bosses |
| Rings | Quick Strike Ring | Molten Core, so technically a raid cheat on a pre-raid list |
| Trinkets | Hand of Justice and Blackhand’s Breadth | Blackrock Depths and the For The Horde! chain |
| Two-hand | Obsidian Edged Blade | Molten Core trash, slow and stupid in the correct way |
Devilsaur Gauntlets pair with the leggings for the set bonus, so Devilsaur Gauntlets are the correct answer whenever Edgemaster’s is priced by someone who read a guide.
BiS Gear Phase By Phase
Forever launches with two raids, Hyjal Summit and the Barrow Deeps, running in ten and twenty player sizes, with content arriving in patches rather than expansions. Their loot has not been published. What follows is the inherited Classic progression ladder that the Forever item database is built from, which is the only honest WoW Forever Arms Warrior BiS answer anyone can give before the servers open.
| Phase | Two-hand | Trinkets | Notable armor |
|---|---|---|---|
| Opening raid tier | Bonereaver’s Edge | Hand of Justice and Diamond Flask | Crown of Destruction and Onslaught Girdle |
| World boss and PvP tier | The Untamed Blade | Diamond Flask and Drake Fang Talisman | Band of Accuria |
| Dragon tier | Drake Talon Cleaver | Drake Fang Talisman and Rune of the Guard Captain | Chromatic Boots and Master Dragonslayer’s Ring |
| Troll tier | Drake Talon Cleaver still | Drake Fang Talisman and Hand of Justice | Seal of Jin and Band of Jin |
| Insect tier | Dark Edge of Insanity | Earthstrike and Badge of the Swarmguard | Gauntlets of Annihilation |
| Undead tier | Severance or Might of Menethil | Slayer’s Crest and Jom Gabbar | Plated Abomination Ribcage |
Alt BiS And Budget Swaps
Loot councils exist. Plan for losing every roll you care about.
- Cloudkeeper Legplates replace a raid legs slot and share a cooldown with Diamond Flask, so pick one.
- Chromatically Tempered Sword and Crul’shorukh, Edge of Chaos are the correct answer the moment you abandon Arms for Fury.
- Deathbringer and Vis’kag the Bloodletter drop from the same dragon and neither will drop for you.
- Don Julio’s Band costs reputation instead of luck, which makes it the most reliable ring in the game.
- Zandalar Signet of Might is a shoulder enchant available to anyone willing to grind a reputation bar.
- Seal of the Dawn and Mark of the Champion outperform their tooltips inside undead content specifically.
Enchants
| Slot | Enchant |
|---|---|
| Head and legs | Lesser Arcanum of Voracity from the Libram of Voracity turn in |
| Shoulders | Might of the Scourge, or Chromatic Mantle of the Dawn early |
| Back | Enchant Cloak Subtlety |
| Chest | Enchant Chest Greater Stats |
| Wrists | Enchant Bracer Superior Strength |
| Hands | Enchant Gloves Greater Strength |
| Feet | Enchant Boots Minor Speed |
| Weapon | Enchant Weapon Crusader and nothing else is worth discussing |
Consumables And World Buffs
A fully consumed warrior outperforms an unconsumed warrior wearing one tier better gear. This has never stopped being true and Forever did nothing to change it.
- Mighty Rage Potion is saved for the Execute window and used the instant your Rage bar empties.
- Elixir of the Mongoose gives 25 Agility and 2% crit for an hour at a reasonable price.
- Elixir of Giants is the cheapest Strength in the game and stacks with everything below.
- Juju Power and R.O.I.D.S. both grant Strength and share a cooldown you can defeat by logging out.
- Juju Might and Winterfall Firewater both give attack power and refuse to stack with each other.
- Smoked Desert Dumplings are the correct food buff and Blessed Sunfruit is the poor one.
- Elemental Sharpening Stone beats Dense Sharpening Stone for a two-hander in every case.
- Flask of the Titans survives death and is the only flask a warrior should bring.
- Scroll of Strength IV costs almost nothing and is skipped by almost everyone.
- Goblin Sapper Charge is free AoE damage that also removes roughly four hundred of your own health.
World buffs remain the largest single power source available to a warrior, which is why raid nights start two hours before the raid.
| Buff | What it gives |
|---|---|
| Rallying Cry of the Dragonslayer | 140 attack power and 5% melee crit for two hours |
| Songflower Serenade | 15 to all stats and 5% crit, from the Cleansing Felwood chain |
| Warchief’s Blessing | 15% melee haste and 300 health, Horde only, still unfair |
| Spirit of Zandalar | 15% to all primary stats and 10% movement speed |
| Fengus’ Ferocity | 200 attack power from a Dire Maul tribute run you did not have to do |
| Mol’dar’s Moxie | 15% Stamina from the same ogre you walked past |
| Traces of Silithyst | 5% damage for thirty minutes if the Silithus event is running |
Best Race
Forever deleted weapon skill racials and converted weapon specializations into crit, which flattened the racial gap more than any patch in twenty years. Warrior is available to Human, Dwarf, Night Elf, Gnome, Orc, Undead, Tauren, Troll and the new Skyborne on both factions. Anyone selling you a definitive WoW Forever best race for Warrior verdict is reading the same demo capture as the rest of us.
| Race | Why you would pick it |
|---|---|
| Orc | Blood Fury attack power burst plus stun resistance, the default Horde pick |
| Human | Perception and Diplomacy, and no weapon specialisation to build around anymore |
| Troll | Berserking haste scales with every buff you are already stacking |
| Tauren | Extra health and War Stomp, which is a real PvP cooldown |
| Undead | Will of the Forsaken, still the strongest defensive racial against casters |
| Dwarf | Stoneform removes bleeds, which matters more in Forever PvP than PvE |
| Night Elf | Shadowmeld and a dodge bonus, chosen almost entirely for aesthetics |
| Skyborne | Requires a paid pack, offers glide and haste passives, available to both factions |
Professions
- Blacksmithing produces Lionheart Helm and Titanic Leggings and pays for itself twice.
- Engineering gives Goblin Sapper Charge, a grenade stun and a reusable excuse for pulling the raid.
- Leatherworking unlocks the Devilsaur set, which stays relevant through the entire first raid tier.
- Alchemy funds your own consumables and removes your only legitimate reason for being unbuffed.
- Mining pairs with Blacksmithing and grants a small flat Stamina bonus for free.
- First Aid is not optional because Heavy Runecloth Bandage saves more raid nights than any trinket.
Macros
| Macro | Purpose |
|---|---|
| /cast [stance:1] Overpower; Battle Stance | One button swaps to Battle Stance and fires Overpower on the next press |
| /cast [stance:3] Whirlwind; Berserker Stance | Same logic for Whirlwind, which is where most of your stance dancing happens |
| /stopcasting /cast Slam /startattack | Prevents a queued Slam from cancelling itself and keeps auto attack running |
| /cast Bloodrage /use Mighty Rage Potion | Opens a fight or a burn phase with a full Rage bar |
| /cast [target=mouseover] Sunder Armor | Applies Sunder Armor without losing your current target |
| /cast [stance:2] Disarm; Defensive Stance | Emergency Disarm for PvP and for fights where you should not be tanking |
| /cast Recklessness /use 13 /use 14 | Fires cooldowns and both trinkets in a single global |
Addons
- A weapon swing timer is mandatory because Slam timing is the entire skill ceiling of this spec.
- A threat meter stops you pulling off a tank who is still learning the new raids.
- A boss timer addon tells you when the Execute phase is close enough to commit cooldowns.
- A damage meter exists so other people can quantify your excuses.
- A buff tracker confirms which world buffs you lost to a single stray fear.
PvP Notes
Forever adds a fifteen versus fifteen battleground on the Darkspear Islands, which is a size no previous Classic bracket used. Arms remains the PvP spec because Mortal Strike halves healing and because Fury has no answer to a healer who kites. The short version of WoW Forever Arms Warrior PvP is that you win when you are on a target and lose when you are not.
- Hamstring is pressed more often than any damage ability you own.
- Piercing Howl slows everything nearby and breaks stealth as a side effect.
- Intercept is a gap closer, an interrupt and a three second stun in one button.
- Pummel and Shield Bash cover two separate stances and you need both bound.
- Berserker Rage breaks fear and should be treated as a defensive cooldown.
- Free Action Potion answers every root and slow in the game for thirty seconds.
- Retaliation now returns twice as often, which makes it an actual objective defence tool.
Leveling
Victory Rush is baseline in Forever, which removes the single worst part of the old experience, namely eating after every second mob. Riverglades covers levels 30 to 45 with more than 150 quests and no level scaling, so arriving early means dying to yellow names. A WoW Forever Arms Warrior leveling build takes Improved Heroic Strike first, then Deep Wounds, then Impale, and only visits Fury once Mortal Strike is on the bar.
- Use Rend on anything that will live longer than eight seconds.
- Charge, Rend, Overpower and auto attack is the entire kit before level 20.
- Buy every weapon upgrade the moment it appears, because damage range beats every stat while leveling.
- Keep Battle Shout active permanently since it now carries its improved version for free.
- Level First Aid alongside your combat skills or plan to spend half your playtime eating.
Ways You Will Lose Damage
- Pressing Heroic Strike below sixty Rage and delaying your next Mortal Strike by a global.
- Casting Slam before the auto attack lands and cancelling a full two-hander swing.
- Stance dancing for Overpower on a boss, where the Rage loss exceeds the damage gain.
- Holding Recklessness for a perfect moment that arrives after the boss has already died.
- Ignoring Expertise now that it is a real stat and dodges are a real loss.
- Arriving with no consumables and explaining that gear matters more, which it does not.
Everything above will be rewritten the week the beta client leaks real numbers. Bookmark it anyway, so you have something to be angry at later.
Is Arms better than Fury in WoW Forever?
Fury still wins with two good one-handers, but Arms leads early, at low gear, and in every PvP bracket.
What is the Arms hit cap in WoW Forever?
Nine percent of merged hit caps your specials, since weapon skill racials are gone and Expertise now handles dodge.
Which race is best for an Arms Warrior?
Orc for Horde, Human for Alliance, though Forever removed weapon skill racials, so the gap is now very small.
Do I need Improved Slam for the Forever rotation?
Yes, Slam now skips the swing timer penalty, which turns it into your main filler on slow two-handers.
When does WoW Forever launch and is the beta live?
Forever launches on 4 November 2026, and the beta runs from 17 September to 21 October, capped at thirty.
